With the declining in defense budgets in the early 1990s, the U.S. high-performance computer companies has shifted their focus away from scientific computing market toward the business high-performance computer market where the greatest demand is for cost-effective of midrange performance computers. In this market, the performance improvement is emphasized on the price-to-performance ratio rather than on the high performance as in scientific applications.
